Rules that apply in Scotland
External grilles and planning
External grilles and shutters on commercial buildings normally need planning permission from the council under the Scottish planning system. Councils' shopfront guidance commonly prefers internal, open-mesh security, particularly in conservation areas and town centres.
Grilles across exits in business premises
In Scotland, the Fire (Scotland) Act 2005 and the Fire Safety (Scotland) Regulations 2006 make the duty holder keep escape routes and exits available and easy to open while people are present. A grille across an exit should be open whenever the premises are occupied.
Bedroom and escape windows
In Scotland, escape from homes is covered by the Building Standards technical handbooks (section 2, fire). Where a room relies on a window for escape, nothing fitted over it should stop it being used. We only fit grilles over escape windows with a keyless internal release.
